The whole thing was clearly just a way for Gervais to mock the creepy little lump he occasionally does radio with when he's promoting something in NY. For Norton, it was a life-defining moment.
I vaguely remember putting that on as background once. Jim says something like "how about a freebie" and never appears again. Jim really does look at home in that pic.
