Playing an instrument is one of the many things you can get good at by just practicing. True, if you don't have a good ear you'll never be a great talent but anyone can become technically proficient in playing the guitar, piano whatever by putting in the hours over the years.
Considering how much free time Joe has, how old he is and how long he's been playing guitar, he should be a hell of a lot better at it. He isn't really awful but he isn't good either. Just completely mediocre.
