He likely just sifted through photos of Ant until he found the one he thought would work best and then gave it to some photoshop guy he found on Craigslist. The thought of arranging an actual photo shoot for the cover, as is typical for these types of things, likely never even entered any of their minds because they are dumb and infinitely incompetent.
