I can answer that. You just sue them. But you have to prove you have jurisdiction over the person and the state that you're trying to sue him in. This can be tricky and requires what is known as minimum contacts but this line gets blurred when things are put on the internet. You just have to find a way to be able to legally articulate that's something that Joe has done to you that you're suing him for basically invaded the place that you live. Or simply stated, Joe should have known by his actions that what he was doing was reaching the state that you live in.
Example: guy puts an ad selling something on the Internet. He reasonably knows that this ad is being viewed by people in all 50 states And he has sales in most States. He can likely be sued in any state based on having minimum contacts with that state I putting that out for any lawsuits related to that business
