Yes, that's Stanisława Walasiewicz also known as Stella Walsh. She was a Polish born, American raised runner who won two olympic medals, one gold, one silver and set a ton of records in women's running. She wanted to compete for the USA but because of her age she was not yet eligible for citizenship so she represented Poland.
If she looks even more manly than the rest of the ladies in that photo, it's because it turns out she was a man, sort of.
She was killed in an armed robbery in 1980 and during her autopsy, the coroner reportedly found what looked like deformed/underdeveloped male genitals. When a chromosome test was performed on her, they found that she had XY chromosomes in some of her cells and single X chromosomes(X0) in others ,making her essentially a man with a syndrome that didn't allow the genitals to form properly which is probably why she was identified as female at birth and raised as a girl.
