$1,500 isn't that much when you really think about it. That fat guy in Wisconsin thinks he's clever and responsible for shutting down the sub, what better way to have the last laugh then to have a billboard making fun of him in some way and having one being close to his home or a place he frequents. As long as there isn't any copyrighted images, it's totally fine.
