Just completely make up a fucking deadline out of thin air with no reasoning, sounds great. On top of it, rather than starting a new concept, tack your shit ontop of a Dead On Arrival concept like "green new deal" which is an exaggerated failure already.
You don't think 11 years is enough for a large, extremely complex machine that is responsible for our safety to switch over to a new energy source that at this very moment isn't very efficient? It's not like solar and wind farms are a an extremely easy, stationary target that could be hit by tanks and whathaveyou from the safety of cover.
The thing is, the military is already working on moving off oil. Oil tends to come from some very shitty people, the price goes up whenever there's a war, and then you need to ship it into a war zone (oil convoys were a favourite target of insurgents in Iraq). Solar, wind, nuclear fission and fusion (remember all those nuclear submarines) and there's a whole base in the US that's powered by vanadium flow batteries.
The trouble is, none of those technologies are as good as oil. As soon as something better comes along, the military will drop it like they did flintlocks and horsedrawn artillery- and you just arbitrarily naming a deadline won't accomplish jack shit.
