I started listening to the show in Philadelphia and speak jimmy wasn’t part of it. He says that he was already part of the show. Maybe he had appeared but I remember him becoming permanent. I heard him say other listeners feel like me. Anyone else experience this?

So you started listening to the show, Jimmy wasn't on it, but then he said he was on it. And you live in Philadelphia, that's been said multiple times now.
Maybe you started listening during the Lucky Louie period? Jimmy was "third mic" but frequently filming the show, so they heavily relied on guys like Burr & Patrice to fill third mic when Jimmy was off.

No I started listening in I think it was 2001. Then I remember jim joining the show. Maybe 2-3 years ago, jim was talking about this and said he was with the show before syndication to Philadelphia. And that listeners had said to him that they remember a time before he was with the show but they were from Philadelphia so he said that was impossible. Almost like a Nelson Mandela thing.

Norton started coming on the show in 2000. The "Voyeur bus" incident occurred in November 2000.
June 2001, they renegotiated their contracts, and as a result entered national syndication. This likely is when Philly started getting syndicated.
As for listeners "remembering", they could have gotten bootleg copies or tapes mailed. That kinda shit was super popular in 2000.
