How has CP Media not gotten in any trouble for billing people months/years after cancellation or having faulty credit card protection on their site?

Most of us know about the former, but I recall someone saying the security on their site is a joke and he could easily access people's credit card information.
Are there legal ramifications for either of these? How have they not been prosecuted yet? Save their protectory obscurity.
