This is what's extremely frustrating. Everyone who uploads their content to Vine automatically relinquishes most of of their rights the moment they hit publish and make it live to the public. It's not up to Reddit to decide whether or not the content hosted on Vine belongs to Joe or not. Reddit legal is simply removing the mention and calling a strike.
