Remember most of this stuff is automated, just like DMCA they take a ask-questions-later approach with spam and they probably need to review the hate stuff since robots cant guess that.

New accounts are the softest targets too so the sooner we find them the better. Just like how Scorch2 went down so quickly we need to hit them fast before it hits the threshold where reports-per-users/reach is too high.
