My girlfriend is an actual psychologist and she's administed a real IQ test on me before. I scored 109.
I'm not saying I'm intelligent but you can basically tell what sort of bracket people fit into through A) Their economic circumstances - what career they have. B) Their vocabulary and ability to formulate coherent, cogent thoughts and sentences. C) How they socialise and interact with others.
Joe is an unemployed high school drop out and has been out of work most of his life - when he was working he only had low paid menial labour jobs. He can't string together words in person and writes like a meandering boring old man with a vastly inflated ego. He has a distinct inability to form real symbiotic friendships - he views people in only two ways; people he sees as above him who he leeches off and people he sees as below him who he talks down to.
The fact he thought he had a 122 IQ from an obviously fake 20 question scam is so retarded it's scarcely believable. World leaders are in that range.

The average has been on the rise for decades stupid. At one point in time they would continuously adjust what 100 actually represented, but at a certain point they realized that was kind of dumb and the trend towards increasingly higher IQs isn't stopping.
