Someone or several people can simply call LIPD; Jefferson County DSS/CPS several times for a Welfare Check on an odd night/time and also report him anonymously to the IRS. It's also a Felony to be in possession of a gun when drinking. It's really not that difficult. Apparently anyone with brains from this sub has left or died so I'm out.
