Killing strangers, especially before DNA testing was a thing, is the best way to get away with murders. To this day if you just blast some random person with no witnesses, leave no evidence, and keep your mouth shut, you can get away with murder.

They also took awhile to publicly announce there was a serial killer on the loose. Also, they didn't have a database (that came later) and so they used a rolodex ststem and Ridgway's info was part of the rolodex. He was dismissed as a suspect.
