He wouldn't make fun of Joe like that even in private because he'd be scared Joe would find out somehow. The few times Ant has bashed Joe publicly he keeps emphasizing over and over that it's a joke lest he face his wrath. The only person Samcro Joe's tough guy act ever worked on was his shaky-knee'd coward of a baby brother.
