I dont think he's specifically talking about himself- the joke is the irony that 'new immigrant' whites (catholics immigrating to the northeast US from 1880-1930) would treat blacks as outsiders when the vast majority of blacks came to america via the slave trade sometime between the jamestown settlement (1619) and the civil war.
