So, Riotcast has said that Anthony's not banned from the Cellar, and in that podcast the other day Rebecca of Creek and the Cave specifically said that Cumia is not banned, after Dani asked her not to.

So this whole thing is just a spat over rumours.

That said, there's a fair chance Anthony's just mouthed off in a way that does get him banned.
