I know firsthand Twitter is entirely electronic when it comes to customer support, if you are even able to get the number to their corporate office it will redirect you to use their email address if you don't have an extension for them to dial.
It's entirely possible due to Anthony's very lowly ranking among celebrities that they run complaints and identity fraud based on algorithms and not on actual human interaction with said complaints/reports.
It might be by sheer luck that he's only one step ahead of the process which is keeping his account open and actual cross referencing between the human groups handling identity fraud and TOS reports rarely happen.
While this gives the people making the troll accounts have a great deal of room to run around in, it also might be just as unfortunate for them trying to get Anthony truly banned.
It would be interesting to see how long it took AnthonyCM from getting banned, I believe it was several weeks, after the possibly hundreds of TOS reports being sent.
TLDR: Twitter is poorly run when it comes to O Level celebrities and is very much based off community response which is unfortunately still very small based off his "popularity" as a whole (infamous and famous)
