It was just an outlet for Jim to say sick and perverted, pedophilic things that he really believes without getting shitcanned or judged by his (more successful peers).
And even during that characters heyday, Opie never really liked it. He would say, as far back as when Jim created Edgar, that the character always made him feel uncomfortable. Probably because Gregg saw through the "joke" Jimmy was telling.
So yeah, on this one, Opie Was Right.
