I think it was properly rated at the time of release, and taken to task for not measuring up to the immeasurably superior stuff Arnold and McTiernan had done prior. It didn't help that it came out one week after fucking Jurassic Park. The movie was just schizophrenic about which audience it was made for. It tried to cater to families and action fans, and ended up being half-baked for both. I haven't seen it in over twenty years, and in all likelihood, it's better than what passes for the "action" blockbusters of today. The summer after LAH, Arnold redeemed himself brilliantly with True Lies.
