In the mid 90s, drug use at raves was just insanely rampant. In order to avoid getting busted, the gangs that sold the drugs used a lot of runners. The idea was that nobody would have a big stash of drugs on them, they'd 'run' the drugs out one hit at a time.

The last step in the chain, was giving the drugs to the person buying them. They'd never hand them over, they'd drop the drugs and you had to pick them up. I guess this was some goofy "plausible deniability" shit, they must have thought they could avoid going to jail if they didn't actually hand the drugs to the drug user.

One of my dopey friends comes over to me at one of these raves, and says that "he found a bag of heroin on the floor."

My heart sank:

1) Last thing I need is a bunch of Mexican drug runners out to shiv me

2) the dude that bought the heroin is going to be pissed

3) There's probably a few cops prepared to toss all of us in jail

4) Who the fuck does heroin in the 90s?!
