Past white, and present whites have always achieved great things(at a disproportionate rate one could argue) and I'd attach individual white to those achievements since they're genetically attached to that trend. On the opposite side of the spectrum; past subsaharan Africans haven't achieved much. So the expectation is that the descendants won't either and in my opinion they haven't.
I kind of agree with kenfrezno. We should stop babysitting whole groups of people and let them grow by themselves naturally. Take a gander at violent places in America. They utilize welfare heavily. Same will happen to Africans if we take away they're agency.
