This actually originated from an Adam Carolla bit. He noticed that talk show and radio hosts would go on an oh-so-"poignant" self-righteous rant, and then to pompously stamp it at the end with an exclamation point they'd deeply inhale through their nostrils. It was the "professional broadcaster" iteration of Maxwell's "...aaaaaand PUNT"

That's it but it's more than that. Whenever he says something he hopes will go over well, but he's unconfident about it, he tags is with the sniff. It could be a lie but much more often, it was an attempt at humor. You can hear the gears working and hear the "joke" going from joke to statement in mid-sentence. Then, the sniff.
