I'm not sure if it's because Norton "doesn't get" Norm, or just resents him because Norm is so much better than him.

Norm also has had fame thrown at him numerous times (sitcom, Sports Show, feature film, remember his pilot on Comedy Central?) and just kinda has always done his own thing instead of selling out for it, and letting it slide away. And Norton DESPERATELY wants the opportunity to sell out.
