The only american that came close to this before Clapton was Freddie King, but even his playing is much closer in style to the original American blues guitarists than it is the first wave of electric British blues that Clapton pretty much singlehandedly created, albeit with the help of John Mayall.

American blues guitar before Clapton was focused on song craft and selling singles first and foremost. Almost all recordings have multiple singing verses with one or maybe two at the most choruses of lead guitar soloing. The focus was not on jamming, technical proficiency, virtuosity and extended improvising but rather as I stated before on creating catchy well crafted songs that would gain radio airplay and sell as singles.

British blues on the other hand was almost entirely focused on technical proficiency, virtuosity, jamming, and extended improvising. This is evident in the many many recordings of Clapton, Peter Greene and Mick Taylor in which they often take solos which last upwards of 15 or even 20 minutes with much less focus on vocals and song craft.
