I really hope that he said that as a parody of when Howard infamously admitted to "not being a champion for everyone's free speech, I'm only concerned with mine." He literally said the same thing word for word, I want to believe he is referencing that and not embarrassing himself further.
Wet brain happens when you drink and don't eat(remember how they repeatedly commented on Lady Di not eating?). It's a thiamine deficiency which causes Wernicke–Korsakoff syndrome.
It's more likely we're seeing early signs of hereditary dementia.

It ended up killing my dad(in combination with other booze related health problems) who was a considerably harder drinker than Ant. You have to be a legit alcoholic and not eat for a period of time before the effects really start to kick in though. Which is why I don't think Ant has wet brain. He drinks, but not in the way Lady di would drink.
He's just sixty and, as much as I hate the guy, unfortunately probably has early stages of dementia.
