Dylan Roof was a terrorist, though. He had political reasons. We don't know with this guy yet. According to his family he was apolitical and not religious. But they also said they don't see him much so may e something changed.

People have no problem ignoring mental illness if they can get a political angle on a horrific crime. I wouldnt call this kind of thing terrorism, personally, but he's making a point about gun laws. A crazy person could buy a dozen rifles and hundreds of rounds of ammo, transport them to a snipers perch above 20k people, and if you suggest that laws could be augmented to prevent that the gun lobby will grind you into the earth while samcro calls you a gun grabber. Meanwhile two of trumps biggest campaign promises involve making huge policy changes to stop theoretically dangerous brown people from getting into the country.
If he wasn't under psychiatric care and had no criminal record there's nothing you can do. If he was flagged and still got the guns, take that up with the FBI.
What gun law changes could be made to benefit us in the future is besides the point. I'm just clarifying the connection letterman is trying to make. The same group of people who want to make drastic changes based on what refugees and immigrants might do arent even willing to discuss what changes could be made when whites commit mass crime. My attitude on gun laws is probably fairly different from Letterman's but I think the 'white privilege' thing is undeniable. But people let out of a sigh of relief because in their mind white guy=isolated thing. They feel safer.
