He's like Anthony cumia. He needs someone to steer the ship for him to he hilarious. Every other time he's a lazy fuck who is rarely funny.
It's the same reason every other show he's had the last 20 years has failed.
When he's the guy in charge he can't provide the humor as well as he used to
