The WWE has taken a pretty firm stance against bullying. Sam's position with the company is already expendable because he's a grotesque humanzee that the fans hate. He's probably realized it, which is why the former shit stirring asshole has been very delicate during any confrontation.
He won't do anything to another radio host that could be misconstrued as bully, especially not to a woman or minority. something akin to an old school jocktobering with the fans attacking a facebook page is completely out of the question. Sam's job with the WWE means more to him than anything else in his life. He's not going to jeopardize it for the sake of being funny.
