I've come to the conclusion that it's a mandate insisted on by Opie. He hated all those times Anthony said something that made Jimmy laugh really hard and vice versa. He knew they both hated him and it was a bad psychological experience every time it happened.

Now he's "getting back at them" by having a bunch of laughter going on around him that has nothing to do with Ant or Jim.

Following through on this theory, it all makes sense in a way.

He knows Patrice is worshipped, if not the very soul of the show he wished he was accepted by, so he got Sherrod.

He knows Anthony - his "friend" that he misses - is fun and funny and a right winger, so he got a country accent guy in Vic.

He always hated Jimmy, almost from the beginning. So he got Chris because he's like a tall fat baby who also happens to be a comic. Never funny with a babe in the woods vibe. It lets Opie feel superior to Jimmy.
