I don't think its that he likes him that much, or is friends with him, but it may be fair to say that during the early satellite O&A days, when Bill needed help selling tickets, he recognizes that Opie was a key player in getting him on the show and the Virus tours. Probably more so than Anthony. And I think Burr is a decent, appreciative person, so even though he's passed the show by in terms of popularity, he remains thankful. When Norton did his podcast last month, Bill said something like "you and Opie helped me sell a lot of tickets a decade ago, and I'll always be thankful for that".
Plus, it's likely that a lot of Bill's current fans used to be O&A fans, even if they are no longer.
For sure, though he was more established industry-wise than Burr from his writing jobs with Conan, Smigel, and Chris Rock in the 90's. But publicly his appearances on O&A had a similar effect, and at the time gave him an excuse to get a break from his failing marriage.
Opie liked Bill right away when they met, because he looked into Bill's eyes and realized he was seeing another "psycho" like himself. (He's actually said this, not sure if he repeats it for the 170th time here)
If Bill's bodyguard pinned a guy on the sidewalk, I bet Bill would get down on the ground and start screaming in his face like the "psycho" Opie.
