It'd be ridiculous to assume it's Assad. He has a dynasty to maintain and probably would like to retain his living standard. He isn't suicidal. On the other hand, dozens of Islamists that are fighting him have chemical weapons and are very clear about dying for Islam. And the US trained them, and is on the ground there. So either a bomb dropped on a rebel chemical weapons cache, the rebels used them to make Assad look bad, or a third party (US/Israel) did it.
