I should say, however, that he looks very unathletic and has no chin. That can be said for at least 95% of all cops, though. Even on steroids, they're generally poor physical specimens.
Really big guys generally aren't very good fighters (there's exceptions of course). Because of their size, nobody ever messed with them so they never built up the aggression to fight people, or learned how to take a punch from someone bigger than them. It's also why most of them are calm as fuck, while short guys can be very hostile.
Most of the really dangerous people in history have been average to below average height.
