It's a dumb map because the Vatican opposed the UN GLBT declaration as did the United States under the Bush Administration and it would have remained until it was pushed through by Obama right when he entered office. In fact if you look up news articles around the same time a lot of conservative organizations heavily opposed it, so the map more reflects overall how much religion in general affects gay rights.
Is that why Obama wasn't for gay marriage until after his second term? It mostly has to do with opinion polling within each country hence why Obama finally switch his position.
