Maybe, but Vegas is Floyd's city and they basically let him get away with anything there. He's killed fights before because the promoter suggested having them elsewhere. Like in one of the Pac-Floyd negotiations Pac's promoter had a real offer from Jerry Jones to put the fight at Cowboy stadium and Floyd wouldn't go to Texas.
