That's interesting. One of my father in law's friends is a police chief in a smallish city and he says that it's harder to be a cop in China because they can't get away with that much.

That shit never happens in the USA. My understanding is that cops in the USA have way more authority / leeway to fuck with people.
Also important to note that there are very few minorities in China, as /u/the_kronkez pointed out. It's harder to fuck with people when there aren't many targets you won't get punished for.
