Bobo has actually blown up the spot a couple times. Can't remember the specifics, but there was a time Opie tried pretending Bobo called the show so that he could put him on and annoy everyone, but Bobo blurted out that he was told to call in. That was ignored and Opie decided to continue on.
A bit as in Karl Pilkington being a bit. Ie, when he got aware (I'm a cop you idiot), he played it up. With the difference that Karl doesn't really give a shit, but Bobo would blow a dog just to be on the radio. So there's a hefty amount of misguided motivation.
But I truly feel that he's an idiot at heart, just more of a high functioning idiot. As all idiots, he shines in certain scenarios, but it's very dependent on the circumstances.

Karl isn't dumb he just has a crazy outlook on life. Bobo is genuinely stupid, listen to early times he is on and he genuinely can't realize what a wage is/how much a dollar is worth
