It's a safety mechanism. We have 51 election systems working independently, rather than one big one. It would be easier to steal an election if you could just dump in fraudulent votes anywhere in the US. It also means that if California makes some retarded law (like allowing illegal immigrants to vote) it won't have as great an effect on the rest of the country.
The US constitution says you have to be a US citizen to vote. Also, if that was a possibility how are they prevented from doing that right now? The swing states could pass ridiculous laws that could affect the election already.
San Francisco is already actively trying to allow illegal immigrants to vote, soon it will be law here. States break lots of federal laws, look at marijuana for example. Don't get me wrong, the system is imperfect and going by congressional district might be the best method. National popular vote will probably never happen.
It's also to keep the needs or wants of people in a lesser populated state to remain relevant. Without it the urban / populous areas would totally over-ride the opinions and needs of farm / mining country.
The electoral college just picks whoever the people voted for. They just do it in a retarded way. This whole winner take all by states is so stupid, and encourages a lower voter turnout. And skews the overall will of the people.
