He's a chronic alcoholic so it's likely some sort of vomit or bile from his constant burping. Or perhaps being a super scientific genius he made and took some serum that is green in color to mitigate the worst of the negative effects of the alcohol he consumes all the time and he just carelessly swigs it now and then and it just spills out onto his lips and face?
