I'm guessing this is the reason that mobile phone people will complain a video isn't timestamped when contradictingly on a pc browser it obviously is, which is because a phone will get rid of the "&t=00h00m00s" thing with a "&feature=youtu.be" thus nullifying the timestamp. No clue if it's true or why that wouldn't be fixed but ya get the just

place an &t (t standing for time) at the end of your url
with a h = for hour
m = minute
s = seconds
example your url is: https://www.youtube.com/watch?v=UkvwKDTS3Bo&feature=youtu.be
with the "&feature=youtu.be" being some kinda phone/mobile app feature,
you could make it time stamped like so: https://www.youtube.com/watch?v=UkvwKDTS3Bo&t=4m32s
