I'd hope it was true because the shift from "Heh, I showed him! Gave him a big ol' obnoxious HELLO!" to "I have no idea what his problem is, I would just kind of say 'Hey' and he'd give me this look..." is classic, blissfully unaware of any on or thing around him Opster.
They talked about it on the show, i think sam and another behind the scenes guy said that their was a creeper guy that was bugging howard and celebrities. It was likely because of that. Then weeks later Opie crafted this story in his mind that he made howard uncomfortable by saying "hi" to him once in the hall.
