That is what happens here. This is not a democracy. It is either an oligarchy or a constitutional republic, however you choose to define it. Nobody besides the ones in charge really know how the fuck anything works, so who the hell really knows what exactly to call it. The presidency is chosen by the electoral college, but is influenced by the people themselves. Very rarely has the electoral college chosen a candidate with lesser popular votes. The only one I can think of off the top of my head is when Andrew Jackson ran against Adams.
The U.S. is a largely democratic republic, and that's only examining the process of electing a president. Most other elections are purely democratic.

Actually, it's quite possible that Hilary Clinton IS more qualified than Lincoln was when he became president. Clinton was a twice elected senator and Secretary of State while Lincoln served one term as a congressman and was out of office for a decade before he was elected as a candidate for a then-new Republican Party.
