I'm guessing the guy was selling empty boxes

Guy would sell xmas lights and install them.
Example If the person was a dick he would sell them 10 boxes but only used 6 (hence the empty boxes in his car). No one would take the time to actually count how many lights he used so he could sell the same empty box to each customer
