This is very true. O&A had the vibe of the old Stern show, like when Kinison would wander in drunk and big fights would go down on the air. Even old Howard guys like Dice switched to O&A. Plus they had a younger demographic, so it wasn't just like a total copy of his show. Howard had to recognize this. And as you say his show was at its lowest - recall he had an awful CBS late night show around this time, it was all stupid 'wheel of sex' bits and unfunny hack shock jock crap.
None of the other guys Howard ever fought with were a real threat. Not saying he was a pussy but shock jocks in general just stink. Mancow? But O&A had a wave, they took over WNEW and changed the station around them. Of course they were headed to mornings to challenge Stern. He tried to fuck with them behind the scenes but Sex for Sam ended up taking care of the problem for him.
Also: I recall Howard shitting on Brother Weaze at some point, would probably be funny to find that audio for some perspective on Opester's mentor.
Stern was noticeably sagging at that point. He'd be off the air at ten sharp, no long overages, nothing but talking about Nobu and Crazy fucking Cabbie.

So instead of going head to head against O&A, like he done to so many jocks at the time, he put a gagorder on them forbidding them to mention him on air, they would dump out everytime they mentioned Howard, they even had a dump guy specifically working with dumping out Howards name.
Stern gave a shit. He simply played the game smarter than them by pretending he didn't. He wouldn't have put a gag order on them if he truly didn't care at all.
