Opie saw someone higher than him on the food chain that was weak and vulnerable and took his chances. Fez was a basket case for the better part of a decade and a half, and Opie only got brave in the final couple years, when Fez was so emotionally crippled that he left his dream job.
Because, even though he spent the last few years being mute and contributing absolutely nothing to his radio show, Fez was still FAR more entertaining than Opie.
