Question About Prank Phone Calls

During Jocktober the bbbboys always ripped on prank phone calls being illegal because of FCC violations. Were their prank calls on satellite radio fake? I just listened to one they did on regular radio and they had some guy call his mother to tell her that he was in jail. That doesn't seem legal but it didn't feel fake. They hard outed to commercial break if that matters.
