Maybe we never realized it but the Chip cartoon was meta, all of the terribleness and anticlimacticness, the unintended bombing of it all... it perfectly embodied the spirit of Chip in cartoon form

You're giving Jim too much credit.

No, it was the regular Jim Norton of cartoons but, yes, it was terrible.

To quote Jim Norton "Chip will always disappoint"

Hey he pranked Lifetime or whatever with that Edgar story on the ghost show. Come on, the fella is such a good egg.

So in other words, create a character that is hilariously bad is the same as create a cartoon that is just bad. It was a failure

Great point, chip is the massive firework with the long wick that just fizzles and dies.

What he should have done was the Jim Norton Variety Half Hour Cartoonpalooza. Each segment starred a different character, who was drawn to look like Jimmy in a shitty disguise. If a character wasn't the star they'd be drawn differently (e.g. Uncle Paul is in a Ted segment, he looks like a creepy old pedo, while Ted looks like Jimmy with a hat)

Chip episodes could have been him dropping in on a family like Urkel, but without the build up from their perspective, without the witnessing the lingering smell. Upon opening the door he makes a crass comment about the daughter being sexually assaulted or sumptin, and leaves as dad glares angrily while his daughter breaks down crying again.
