The Chip cartoon is exactly what it should be. It can't really get more perfect. The problem is too many people are forgetting Chip's true nature.
As Norton himself has said from the beginning:
"Chip always disappoints"

I saw him as a more retarded version of David Brent. But the cartoon lacks what the Office and the radio show had- other people who were aware of Brent's/Chip's awfulness which highlighted the character's complete lack of self-awareness
