Better timing. The animator fucking sucks. He clearly took all of the individual lines and spaced them out way too much so it comes off as an amateur newgrounds show. Characters can move from scene to scene while talking or acting, if you don't suck at it. The way it works right now the jokes come off like they belong on a dirty version of 1960's television, with slow predicatable setup/payoff jokes. That's one tiny part to be improved though, the problems obviously run much deeper.

Honestly, I didn't mind Kenny at all. I think you nailed it with the pacing, it just seems way off. Also, his ex-gf telling hacky small penis jokes is the worst. You know who would have been perfect for this? Sam Primetime Roberts. He knows how to play off Chip, and he has a unique (annoying) voice. I don't mind crude animation, as long as there is funny content behind it. He needs a writer, someone he trusts and understand Chips gimmick.

I know you're just going for a silly witty comment, but it is totally possible. Jim is a funny guy, Chippah is HALARIOUS, this shit just doesn't work.

I mean even us, the fans, the people who get the endless inside references, we're not finding it funny. To the outside world it must look like complete and utter gahbage.

With a coherent storyline, character development, decent situations for Chip to hilariously ruin...it could be funny, and not just to us.

Also Kenny needs to be a bit part at most, not a co-star.

The whole idea is shit. He's appealing to such a niche audience, well trying to appeal to one anyway. There's no way it would have any success outside of this fan base even if it didn't suck.

Maybe with some character development or ya know...other basic writing things.

There needs to be a “straight-man” character and a stable setting to keep the more whacky characters grounded. For example, Chip works at some worn down amusement park or something, with a bunch of other misfits. Uncle Paul, a defamed former school teacher could work at the ticket counter in the arcade, Chip could have some menial job like re-stocking concessions. Kenny (if he has to be in this) could be a security guard. Regular Joe could be a mechanic in the park. Edgar could be a manager or owner of the park. Ted could be a recurring character, an industrious entrepreneur who happens to own any business that the other characters enter throughout the course of an episode. The Jen character could be the “straight-woman” character that, maybe, knew Chip through a family friend and feels obligated to stick up for him, works at one of the stands and has to put up with all these strange characters. For story lines, they could revolve around Chip being an ass, a douche chill-inducer and a pathological liar in more realistic settings, the humor coming from the way that ordinary people interact with him. Ex: Chip claims that he’s friends with a famous musician and can get Jen into a show for free, brings her to the show, lies to everyone in increasingly awkward and cringe-worthy situations. The other characters could have little moments throughout or their own story lines depending on the episodes. The gross-out humour, sight gags, and bad lines from chip could be integrated more naturally in the context of a more fleshed out narrative.

Chip is about a guy being around a bunch of funny people telling good jokes who doesn't get it and buts in with unintentionally hilarious nonsense. It's about Opie. Except that they insult him afterwards. So it won't work without other comics riffing for Chip to bounce off of.

Chip Chipperson is not a strong leading character. In a show where everyone is ridiculous (Chip, Uncle Paul, Edgar, etc), the leading character needs to be somewhat normal.

So the lead character needs to be regular old Jim, with the supporting cast being all the wacky characters as manifestations of aspects of his personality or something.

The character Jim doesn't need to be a goody-goody or anything, but like a Peter Griffin or Homer Simpson where deep down, they're a good person who we sympathize with. However, their character traits lead them into ridiculous stories and circumstances, because Chip is funniest when regular people cringe at his shitty material. Ant was the king of responding to Chip, but just having a Michael Bluth character would at least give the series a chance of succeeding.

Jim's priority is sitting in with Tit and laughing at the queer for cash.

This shitty cartoon and his shitty standup are sidelines.

Find cheaper/better animators(should be easy) and use the money to hire someone with a reputable history in tv. perhaps someone from an old adult swim show, maybe the wondershowzen guys arent up to much nowadays, familiarize them with the character and why its funny, and give them 100% creative control, other than Jim doing the voices and improvising a line here and there. that is the only chance of it being a success. Jim has proven beyond a shadow of a doubt he cant make a funny product on his own.

It's simple art style could benefit from interstitial shots that are more richly rendered. Sponge bob and Ren & Stimpy use the technique. The animation is not a bad idea and Jim knows the creation process is Bruuu-dal. I just think he may have opened it to examination and disection by the us Pests a tad early. It still looks like an entry into the animation festival and not a studio level pilot. Which it will, but the process to get there is rarely put on public display for a reason. It's ugly.

Seriously though, I think he could use an experienced comedy writer. Jim is better off the cuff than scripted and I'm not sure what his ex contributes. I'm not impressed with the animation company but it might be too late to ditch them. The pacing, jokes and story can be helped though.
