Probably because when he came up with the idea he went and got a successful comedian to help him write it instead of his ex-girlfriend.
Note: I'm not saying Brickleberry was great, just that it was passable for a cartoon. The Chip Chipperson Show is an abortion of epic proportions.

I liked brickleberry as something to watch when it was on. It had its funny moments, Much much funnier than chip, which isn't even coherent

To be fair Norton doesn't have the operating budget of Comedy Central but you are right the chip chipperson cartoon is awful
